ABOUT AUTHORS:
Melissa Hooper
is Director of Europe and Eurasia Policy at Human Rights First, where she advocates for U.S.
foreign policy that is accountable under human rights principles.
Melissa is the former Moscow-based Regional Director of the ABA Rule of Law Initiative where she directed the rule
of law and human rights-focused programming in Russia and several other countries. She has worked in Russia,
Ukraine, Azerbaijan, Kazakhstan, and Uzbekistan on issues related to the rule of law and human rights.
Grigory Frolov
is Director of Development at Free Russia Foundation where he manages the organization’s projects
and research. He also develops the strategic vision for the organization.
Grigory worked for the variety of leading Russian nonprofits including the Civic Assistance Committee, Greenpeace
Russia and Golos Association for Fair Elections. He was responsible for development and external relations.
